Modern Security Case Study
How BURS Modernized Cybersecurity with Integrated Microsoft Security Solutions
The Botswana Unified Revenue Service (BURS) is the government agency responsible for tax administration and revenue collection in Botswana. Operating under the Ministry of Finance, BURS manages multiple tax regimes including VAT, PAYE, income tax, and customs duties. With over 1,400 users spread across departments and field offices, BURS plays a critical role in national development and financial accountability with a focus on modernization and efficiency.
The Business Need
Despite being fully licensed for Microsoft 365 security tools, BURS faced low adoption of the core security workloads within its environment. This created significant security gaps, including limited visibility into endpoint vulnerabilities, unmanaged identity risks, and no monitoring of cloud applications. From the initial assessment, only 30% of Defender for Endpoint was in use, and both Defender for Identity and Defender for Cloud Apps had zero adoption. With evolving cyber threats and increasing compliance requirements, this underutilization posed a serious risk to the organization’s operations and data protection efforts.
The Solution
Through the Microsoft FastTrack program, we partnered with BURS to close the gap between licensing and actual protection. Over an 8-week engagement, we rolled out a Zero Trust security model using the full Microsoft 365 Security Stack. This included Entra ID P1 for securing 1,477 user identities with Conditional Access policies, Microsoft Defender for Endpoint for advanced endpoint security, Microsoft Defender for Identity to monitor threats within Active Directory, and Microsoft Defender for Cloud Apps to manage and secure cloud usage. The deployment was supported by hands-on training for IT and business users, scenario-based workshops, and continuous usage monitoring.
Business Value Unlocked
The results were transformative. BURS achieved 100% adoption across all targeted security workloads. Endpoint visibility and protection improved dramatically, with Defender for Endpoint usage jumping from 30% to full deployment. Identity protection coverage moved from 51% to 100%, securing user access and reducing potential attacks. Additionally, cloud application monitoring, previously non-existent, was fully activated.
These improvements have significantly strengthened BURS’s cybersecurity posture, ensured better compliance with data governance regulations, and empowered users to work securely and confidently across devices.
Positioned for What’s Next
With its security foundation now fully operational, BURS is better positioned to support its hybrid work strategy, modernize IT operations, and scale securely in the face of evolving digital threats. Wragby continues to support BURS with localized expertise and modern endpoint management through Microsoft Intune and Windows 11 Enterprise. This engagement not only maximized BURS’s return on investment in Microsoft technologies but also showcased how the right partnership and strategic execution can turn technology into a true enabler of transformation.
By turning underutilized licenses into strategic assets, BURS has set a new benchmark for secure public sector digital transformation, demonstrating that with the right partner like Wragby and Microsoft 365, cybersecurity can be a driver of innovation, not just defense.
